What is a timelock?
A timelock is a contract that holds a power on someone else's behalf and forces a waiting period between scheduling an action and executing it. OpenZeppelin's TimelockController is the common version: proposers schedule calls, and after getMinDelay() seconds executors can run them.
How we score it
A timelock inherits the class of whoever can propose through it, plus its delay. A 7-day timelock controlled by a strong Safe is our bar for green on upgrades. Shorter delays make upgrades yellow.
